The National Institute of Geological Sciences (NIGS) participated in the Institutional Strategic Program for Innovation, Research, and Education (INSPIRE) Part 2: Strengthening Systems held on 28 July 2026 at the GT-Toyota Asian Center, University of the Philippines Diliman. As the second installment of the University's INSPIRE learning series, following INSPIRE Part 1: Aligning Purpose conducted on 11-12 May 2026, the program focused on strengthening institutional systems through competency-based human resource management, strategic governance, and financial planning.

Participating in the program were NIGS Director Dr. Noelynna T. Ramos, Administrative Officer Ms. Kristine M. Velasquez, and members of the NIGS Quality Assurance (QA) Team: Quality Assurance Officer Dr. Allan Gil S. Fernando, University Research Associate Mr. Miguel Joven E. Villanueva, School Credits Evaluator Ms. Karen G. Arcangel, and Junior Research Associate Ms. Romarie Aurly T. Ramos.

The session featured Dr. Arthur A. Gonzales III, who discussed the Competency-Based Human Resource Management System (CBHRMS) and its role in aligning human resource practices with organizational goals. He also presented the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), the Knowledge, Skills, Attitudes, and Other Attributes (KSAO) Framework, and the importance of Position Profiles in establishing competency standards and defining the knowledge, skills, and attributes required for specific positions.

Vice President for Planning and Finance, Assoc. Prof. Joselito G. Florendo, discussed the Budget Process in the UP System, emphasizing the alignment of financial planning and resource allocation with the University's strategic priorities. This was followed by a presentation from Dr. Aura C. Matias on the Strategic Governance System (SGS) Scorecard: Translating Vision to Action, which highlighted the strategy development process, strategic governance framework, strategic initiatives, strategic deployment, and the UP Diliman Quality Assurance Roadmap.

The program provided participants with a deeper understanding of how competency-based human resource management, strategic budgeting, and governance systems contribute to institutional effectiveness and the achievement of the University's strategic objectives. It also served as preparation for the collaborative planning workshop and strategic plan presentations scheduled on 29 July 2026.
